The difficulties with the 2000 presidential election indicate the need for
accurate, inexpensive vote counting systems, which are easy for a voter to
use. It must also allow an election official an easy set-up process,
reliability, and advanced tamper and fraud proof protection. Confusing
ballots and punch cards with hanging or dimpled chads have all shown that some
existing vote counting systems do not provide sufficiently accurate counts,
which can lead to difficulty in ascertaining an individual voter's
intent. This has proven to result in disqualifying legitimate votes and
the disenfranchisement of voters. Recent elections have shown that
disqualified votes can be critical to the outcome of an election.
The EVMS design offers electronic voting and a paper ballot display
