Equipment preparation, testing, and operation are all significant
aspects of the security system.
System security is designed to make fraud and error detectable.
Vulnerabilities are decreased by virtue of the fact that steps must be
performed in order and fraudulent behavior is detectable at all times.
The ballot is locked in place with a seal first and foremost.
There is the possibility that a voter could break the seal and replace the
ballot, but the seal would be broken and immediately detected and the wrong
ballot would be identified.
The entire design philosophy is to make fraud instantly detectable. |
